What is fire protection? Systems, standards, and who is responsible

Fire protection is the practice of keeping fire from hurting people and destroying property: detecting it early, controlling or putting it out, keeping it from spreading through a building, and getting people out. It is a discipline with its own engineering, its own codes, and its own trade, and it sits alongside two neighbors it is often confused with. Fire prevention is about stopping fires from starting. Fire safety is the umbrella over both. This guide explains what fire protection covers, what a fire protection system is, how the systems in a building fit together, who is responsible for them, and how often each one has to be inspected.

What is fire protection?

Fire protection is every measure designed to limit what a fire can do once it exists. In a building that means four things working together: systems that detect a fire and alert people, systems that suppress it, construction that contains it, and a means of egress that gets occupants away from it. The standards that govern those measures are written mostly by the National Fire Protection Association (NFPA), adopted into law by states and local jurisdictions, and enforced by an Authority Having Jurisdiction (AHJ), usually the fire marshal's office. The people who install, inspect, test, and maintain the systems are fire protection contractors; the people who design them are fire protection engineers.

How fires behave

Fire protection systems are designed around how a fire grows. A fire starts small in the incipient stage, where a person with an extinguisher or a single sprinkler can stop it. It then grows, heating the room until everything in it ignites at once, a moment called flashover, after which the fire is fully developed and beyond anything but the fire department. It decays when the fuel or the oxygen runs out. Detection buys time in the first stage; sprinklers are designed to act in the second, before flashover; compartmentation and egress protect people through the rest.

Fires are also classified by what is burning, because the extinguishing agent has to match: Class A for ordinary combustibles such as wood and paper, Class B for flammable liquids and gases, Class C for energized electrical equipment, Class D for combustible metals, and Class K for cooking oils and fats. Extinguisher ratings and suppression systems are chosen against those classes.

What is a fire protection system?

A fire protection system is any installed system that detects, controls, suppresses, or contains fire, or that protects the path out of the building. Most commercial buildings have several, and each is governed by its own standard.

Active systems, the ones that do something when a fire starts, get most of the attention. Passive protection does its work without moving: a rated corridor holds smoke out of the exit for the time it takes to evacuate, and a fire door that closes and latches keeps a stairwell usable. A building's fire protection is only as good as the weakest of these, which is why a propped fire door is a finding on the life safety walk even when the sprinkler report is clean.

Who is responsible

The building owner is responsible for keeping every system in working order; the standards say so in the first chapters. The owner hires a fire protection contractor to inspect, test, and maintain the systems on the intervals the standards set, and the contractor's report is the owner's proof. The AHJ enforces the adopted code: the fire marshal's office inspects the building, reviews the contractor's reports, and cites deficiencies. Inspections are where fire protection lives or dies

A fire protection system is installed once and inspected for the rest of its life. The standards set the intervals, from weekly fire pump runs to five-year internal pipe inspections, and a system that misses them fails quietly: a painted sprinkler, a closed valve, a dead battery. Common fire protection questions

What is the difference between fire protection and fire suppression?

Suppression is one part of fire protection: the systems that put water or an agent on the fire. Fire protection also includes detection, containment, and egress.

Does every building need a sprinkler system?

No. The building code decides by occupancy, size, and height. Many small buildings have alarms and extinguishers and no sprinklers; hospitals, high-rises, and large assembly buildings almost always have them.

Who inspects fire protection systems?

A licensed fire protection contractor, or in some cases qualified in-house staff, on the standards' intervals. The fire marshal inspects the building and reads those records.
